I want to know who signed the warrant for seizure and what evidence / probable cause convinced them that there needed to be an investigation. Going forward it needs to be cut off at the warrant phase before they do this in every state.

Could one who is a lawyer or const scholar pls explain why the civil service (and therefore all the operations of the fed govt) are seated under the exec branch? What was the original rationale for that? How do we enshrine these departments / roles in law to protect from a non-conforming executive?
