So my question is why list them in both places? Shouldn't subject headings just be for Embase terms and the candidate terms just be in that field?

Because English is fantastically weird, which means relying solely on keyword searching can result in some strange (and time-wasting) results. Retention means very different things to the psychologist, the hospital HR manager and the urologist.
