Actually in this case Dems controlled the agenda. They filed motions (twice) which procedurally required a vote on the matter within 48 hours. They should have only done this in hen they knew they had everyone there.

The Dems called these votes (by filing motions that required a vote within 48 hours if I recall correctly) - they should have had the votes secured or waited until they knew everyone needed could be there.
