I'm not sure how more centralised decision making in Whitehall is going to be a better model, whilst also committed to reducing the size of the organisation that supports that decision making.

I was HRBP during coalition. Changing policies (again) not the issue. Problem is the same: overworked managers, lack of training on policy, support from senior manager,and support from HR Case Workers. Put that in place, and you can (and I did) dismiss underperforming people, even Civil Servants.
