I can see your point but it's the exact opposite of mine! Parents and the kids are the intentional beneficiaries... but the PAYING customer is the public, the tax payers.

Neither the child nor the parent are the CUSTOMER of public ed funding... the public IS paying to educate children for the future benefit of our country. my concern is that as we focused on the child and parent... and who gets the MONEY... we have lost sight of why we uses taxes to pay for it.

And traditional public schools shouldn't be the ONLY choice available for all children but... the OVERSIGHT and ACCOUNTABILITY of the child's well-being, educational result and... yes... mental and physical welfare shouldn't stop at the home's front door if home schooling is the option.

People can't test their own medicines. Each state can't do it either. We NEED a Federal Government with AGENCIES assigned to do specialized work... independently of politicians except to be ACCOUNTABLE for their budgets.

What people need is a Government that's protecting them!

Good answer but I wish people would hone in on the fraud concerns. We know how to catch crooks, let's fund investigators. Let's TARGET the low hanging fruit 1st. Ask him HOW blanket funding cuts catches the bad guys or just makes it harder for people who deserve the assistance.
