At the end of the day I think a horror movie is good if it's well made; stuff like solid practical effects and good pacing.

Does it mean the movie is "ass". No, because if that's the qualifier then the following movies are "ass"
The Thing
The House That Jack Built
The Exorcist
So on and so forth
My favorite horror films may be horribly boring to you. Yours may bore me.

So, if we identify "good" horror movies on the basis of it actually being scary then most horror movies are "bad"
It's definitely subjective. What scares you may not scare the next viewer.
