Your example states that it feels colder because water can store more energy, but the relevant mechanism is the rate of change of temperature. Total storage capacity is not relevant

I dont think this explanation is correct. The relevant heat transfer factors are temperature difference and a heat transfer coefficient. For a human feeling temperature like this , both the air and water are basically constant temperature sinks meaning heat capacity does not matter.
