Regardless of his intent, It’s interesting to note that, when others do a similar gesture no Nazis think it’s a shout out. But Elon did it & the Neo-Nazis are cheering, they think it’s a shout out to them. Why?

I watched the video. Not every word is correct but it is basically what he said. And the other Senators laughed, as if it was a joke. No ladies and gents. These kinds of behaviors are NOT a joke. And senators are not called upon 24/7 to make vital security decisions for the safety of the country.
