The Bank Bailout (TARP) was under Bush. Republicans worked hard to stick Obama with the blame for it. Obama's stimulus (too small b/c of Summers) was aimed more at consumers but as crisis legislation was v. imperfect.

What would our healthcare system look like if we put an extra $71B into it and not one of those dollars came from the American taxpayer or the American consumer?
That's why not-for-profit health insurance lowers costs and leads to better health outcomes.
