I think there's a trick to maximizing how meaningful choices feel to players vs how much they change quests and things. Choosing to spare the brotherhood of steel, side with the NCR, etc feel like big choices because they impact the world of the game not just because they change quests

race is just so much more of a dominant issue in the US than the UK, its like, baked into how they see the world in an almost ontological way. Only thing that gets close in the UK is class. (e.g. is x food 'white' feels incoherent in UK, but ask if its 'posh' and everyone has opinons)

the rigidity thing has struck me when discussing poltiics as well. Americans seem far more likely to have commitments like Free Speech is Good. Which they profess strongly, while not really thinking about how the terms are defined and where that comes from

Most historical empires had competing military forces all the way through. Skirmishes between local Lords and central government, different local areas competing, etc. The historically unusual thing about modern western states is that these disputes have been adjudicated by courts mostly peacefully
