And what is a handling fee vs a service fee? Why am I paying both? It used to be 1 admin fee for maybe £2 and then a venue restoration levy for £1

Affordable housing quotas should not be held hostage by developers. You either meet the required quota or you don't build.
They need to be put in line because at the moment these targets mean nothing.
And that doesn't even begin to cover the fact that "affordable" is strictly defined term.
