See - I can't stop thinking about it! There's something akin to when children cover their eyes and think it makes them invisible. Except that's cute.

I spend far too much time wondering about this too - especially when they do it on double yellows. Think it's a weird combination of protecting own vehicle, being 'considerate' to other drivers and saying, "I'm not really parking here, don't give me a ticket".
