I dont think he's either? He is Neil's uncle on his mom's side. The hatfords are also a crime family. I don't think he was there to rescue Neil, I'm pretty sure he was just trying to help take out Nathan and just happened to find Neil there (I think, I could easily be wrong 😅😅).
