I suppose if you compare it to preindustrial revolution reading levels over 200 years ago, maybe, but in our current era, it's a sad number 🙁 It should be 100%, or the upper 90s, at the very least, by now. You're right.

86.3% might sound good, but it's not sadly 🙁 It means that the world's governments are failing to provide all of their people a quality education. In 2025, that number should be higher, but apparently even in the US only 79% of people are literate which is a shame.
