I think 3 looks the best, honestly.

I think the games are for the mini-golf fans, at least, most of the ones I've seen tickle that part of my brain.

It's such a good game too. I need to go back and play it again at some point.

Not Halloween specifically, but the vibes are right. Beacon Pines is always a recommendation. It may have some creepy imagery, but it's not really scary. Also not a horror game, so thats a plus.

It is a neat observation. I think spell slots are a good way to balance spellcasters because some spells are insane.

OK, I've seen two possibilities in the comments: Luigis Mansion 3 and Bowsers Inside Story. If the third hint is that it does not have Mario as a character, then I'll ha e no idea what it is cause these seem like the only options.
