At a Colorado River conference today - a Wyoming state legislator just compared the Upper and Lower Basins to the Union and Confederacy in the Civil War - just so you get a sense of insane vibes on the river right now

Add this article to several indicating that the Upper Basin - particularly Colorado - continues think litigation may be an effective strategy or at least backstop to post-2026 negotiations - as a reminder litigation would be a devastating and expensive outcome
