I'm just using the language that's most common here to describe what the law says -- i.e. from a legal standpoint the police don't care if you're homeless or if you're just some guy who happens to want to pitch a tent in Central Park. But what do you think is the better terminology in this case?

Is camping outside legal? I will say, it is always a striking feature when you go out West and see that. Camping is illegal in New York, unfortunately that's enforced through either arrest or forcing people into the totally underfunded and unsafe shelters

That's really helpful. I understood the Mamdani of the Midwest stuff to be mostly about a democratic socialist (I'm sure the Muslim/East African immigrant background was part of it too, though I know Fateh is a native-born American). But what you said makes sense.
