Bassicly without autorisation from a club, a player canno't negociate with another club until the last 6 months of her contract wich mean 3 scenarios:
-Bayern gave an authorasation ( very unlikly)
-Illegal negotiation
-Fake news as there were basic contact like most ot the time ( most likely)

So it's probably fake news because (if I read well the regulation) Barcelona can't make that types of conctact without the autorisation of Bayern before the 1st january and I don't think Bayern would do such thing. Searching from the source ^^
