The additional capital cost of burying the wires + risk of wire cutting accident during farm operations. There are multiple fallowing programs in the US - payment to farmers to not grow crops - a long term fallowing program with agrivoltaic installation makes most sense to me.

I imagine it complicates farmer operations - the wires to the grid and irrigation are two sore spots
