3 part HC reform. 1. Create M4A-like in-by-default public option, opt out for $ credit 2. Insurance companies can only offer plans = or > coverage than public option 3. Hospitals must charge 1 price for a service regardless of payer. Result: we gradually phase in M4A or insurance fixes itself
