UPD: Signing has finished & the High Seas Treaty still appears to be several countries short of the 60 needed for it to be adopted—a huge disappointment.
For now 2/3 of the ocean remains the "Wild West" where fishing & pollution is basically unregulated.

I asked Macron what he thought about the US skipping the UN Ocean Conference. He said UNOC would pass the High Seas Treaty & "it will be enforced, no choice."
