How do you feel about Glotka at this point?

You're right about helping a set-up who he is and that you won't really get his own full story for a while. Past that, I'm not one for spoilers, so please ping me on what you think of it farther into the series.

I've reread these books 2x and I feel like the plot really starts right away. There's a way he writes where there's never a dull moment even when they are doing dull things. Like Gotka's simple act of walking downstairs. I like how each of his characters develop in those moments most of all.
