Alternative: per Data USA, there are 1.38 million workers in Chicago. Even though I suspect we're not going to charge other Govt entities or Public Sector/Non Profits. If you want to use this measure, it is 28.8% of employees. 396,825/1,380,000 = 28.8% datausa.io/profile/geo/...

The Mayor has said that this would raise $100 million and employers would be charged $21/month (which is $252/year). $100,000,000/$252 = 396,825
