The central platform is a good start but local govt still has to publish grant, spend and contract data separately in a separate format under the transparency code, then there's a new subsidy control database that typically will have to be filled in for a direct award ...

Nice to see a balanced article on procurement. A good place to start would be a proper data strategy to rationalise the hotchpotch of platforms and publication requirements associated not just with procurement but with grants and subsidy control.

Benefits: 1) transparency; 2) better shared data and less dependence on rentiers cleaning our own data and selling it back to us; 3) more compatible with social care law and user choice; 4) more emphasis on contract mgmt; 5) ability to negotiate under frameworks

Much of the implementation cost has already been incurred - training, software changes, new templates, etc. So question now is whether incremental costs and uncertainty are outweighed by the benefits.
