Theo, el problema es exactamente ese: no hay soluciones buenas y rápidas. Por eso justamente no se entiende ni que la ley solo contemple un tipo de gestión (ineficaz la mayoría de las veces, por cierto...) ni que sus propulsores no buscaran asesoramiento más allá de los gestores de colonia.
