I'm almost sure you can't with HTML alone, but I'd be super happy to be proven wrong.
You can do it via JS on the client side or any server can take care of it too.
If you don't want to expose it to the client the server can take care of it, Nginx has a module, probably Apache and others do as well.

Apart from the already suggested ripples I'd move the splash in the direction of the object thrown, rather than the point in which it hits the water plane.
