He can’t terminate the networks’ broadcast licenses because they don’t have one. Why? The networks themselves aren’t broadcast entities, they’re program providers. Their individual affiliate stations are licensed (because they broadcast over the public airwaves), but good luck in terminating those.

ABC does NOT have a broadcast license because it does not broadcast television signals. It is a program distributor. To shut down ABC, the FCC would have to revoke the broadcast licenses of every one of ABC’s 250 TV stations, which DO have broadcast licenses.
