It’s a form of localist centralisation making local government even bigger and more remote from citizens. Without any more real democratic control education, health, social care or the other services that really matter to people.

@colintalbot.bsky.social This is certainly a form of devolution, but one which involves: no devolution of fiscal power; the removal of democratic accountability at local (district) level; and the creation of large strategic authorities which may not have any relevance in terms of history/community.
