I’m not going to claim that I speak for any Ukrainian when it comes to this. When it’s being used by muscovites it’s definitely a slur just as is the term ukrop.

The moskals use it to denote Ukrainian (originally Cossacks) in a derogatory way but it’s actually refers to a style of haircut just as the native American mohawk or the well kept long beards of the vikings/varangians/norsemen.
