For me that was Isaac Asimov with his "Three Laws of Robotics" but that not the person you are looking for. Neither Vannevar Bush and Alan Turing who "played" with the idea of computer intelligence, late 40's early 50's. It's John whose last name matches a US Senator who "hunted" communism.

You'll be surprised how many Fortran code is still running daily on Supercomputers. OpenFOAM for example has a lot of Fortran code.
