The one she shared is a new program this year, but I happen to have a copy of the digital humanities institute NOFO downloaded in December. Here’s the relevant section in the December version and today.
6. Funding Restrictions You may not use awards made under this notice for the following purposes: • digitizing collections • graduate or undergraduate courses or programs in the digital humanities • programs that are not regional (multistate) or national in scope institutes held outside the United States or its jurisdictions • meals, food, or refreshments at receptions or "networking" events • costs for activities performed by federal entities or personnel • promotion of a particular political, religious, or ideological point of view • advocacy of a particular program of social or political action • support of specific public policies or legislation • lobbying • projects that fall outside of the humanities; the creation or performance of art; creative vriting, autobiographies, methods Applications including unallowable costs or activities may be judged nonresponsive and returned without review. See 2 CFR 200 Subpart E - Cost Principles for other unallowable costs. 6.
