It’s one of the reasons Putin invaded Ukraine, because he and his regime don’t believe in Ukraine’s sovereignty. In Russian “На Украине “(in The Ukraine)means the suburbs of Russia. “В Украине” means in Ukraine( inside the sovereign country of Ukraine). When people say На Украине, they are putinists
