IPFS CIDs are immutable, so if you update a file the content hash changes and you get a new CID.
If you republish without any changes, you will get the exact same CID again.

I’m on an old M1 Mac with 8GB RAM, 1B models are fast but anything above a 1B runs pretty slowly.
