It may be interpreted as threatening borders, lines between people, which are kept up for the "code of conduct," the like - despite the isolated feelings both inside and outside the frame.

I would have probably mentioned that it looks like it has barbs on it, which the "frame" of the image does too. Connecting that to "hell comes from others(ALT-text)", and the same aspect appearing multiple times, it applies to both parties.

Something about railings always sparked a hollow feeling in me. Always had the impression that, in the case of a fall or merely tripping, one'd cross over the boundary anyway.
