I had the exact same issue. Then waited in the line again, about 45 minutes. Then the Bad Request again. The system is crap.

There is debate on the true sub meter accuracy of the junipers or archers because of the lower corrections. If you want true submeter and down to cm. You could go for an Emlid Reach which is a head on pole which can double as a walking stick. With a subscription you can get survey grade cm accuracy.

For a single device the Juniper Archer (phone with antenna receiver combo) are good. Slightly heavier because of the receiver, but only have to care one device.

All of these work with multiple app, field maps, survey 123, etc with varying degrees of ease of setup and use.

There's a few options depending on what level of equipment your looking to carry.
Juniper Geos are good, small and versatile and can connect to any phone/tablet vis Bluetooth.
Arrow systems are ok, personally not as reliable and buggier then the juniper.

They ultimately voted the legislation down 16-31, but they left the vote anonymous. It is sad it was even brought up and passed the house with a high margin.
