If you were teaching programming to school age students, where would you introduce the concept of sub programs?

I’d like to hear experts talk about balancing books vs computers for our subject. Some schools prefer everything done on a device and for a subject where the exam can still be on paper that doesn’t make sense to me! (That may not be a whole talks worth of content though)
