They don't need capacity. They are buying up warehouses to use for people storage. The news is only reporting on one, but ICE has purched 3 warehouses in East Central Pennsylvania and to my knowledge, local municipalities are only learning after the sale

labeled as "agitators" in the complaint. Sounds like they have already been tried and found guilty by the ICE investigator that is taking orders from his boss, the christofacist pastor.
