Every speech by the head of the German privatization agency that I assisted on in the 1990s included "the importance of the rule of law" in discussing the transition of the eastern German states to democracy and market-based economy.

Also the premise of many decisions in the US over the years: Make it worse for all because Black Americans may benefit. Heather McGee probably didn't expect she was writing about what would become the US's international policy...
