undivided 2 lanes and no traffic circles (roundabouts) make this happen. We've got to put in circles in Waikoloa village, all the hotels, and in Kona. This will allow us to go back to 55mph instead of the ridiculously slow 45mph - which does nothing to stop T-bone crashes (a 45mph t-bone is deadly)
