The map separates to show both levels of the elevator: a platform where the majority of the encounter took place, and the lower level where the engineers needed to be stopped from destroying the elevator before it reached the surface.

My players were sneaking up to the surface level of the city using a cargo lift, and some corrupt city guards tried to stop them while deploying a team of engineers to sabotage the lift during the fight.
