We keep evaluating the “double tap” under the rules of war, when it is murder, plain and simple. These guys might have been the scum of the earth and smuggling drugs, that does not make it legal to kill them.

But don’t lose sight of the big picture. No where under federal law is there capital punishment for drug trafficking. If these guys had been caught off the coast of Florida, they would have been arrested, charged and tried with due process, not summarily executed.
