100%. Not because it's secretly great, but the reception was abysmal when it's mostly alright, and competently made for what it's trying to do.

Which is also true for the first one, but the second is much easier to hate from premise alone, and it's not what anyone asked for.

The theme is the logical follow-up from the first (society only cares about poor people when they become a problem, and it's usually to make it worse), but it doesn't tread any new territory

My enjoyment of it was just it being an ok musical, and the way the anti-climatic twist reinforces its theme
