You're the one lacking understanding. The 'average voter' is supposed to vote for representatives and senators that best reflect their values. When they don't vote, the people who do vote get to make those selections, and their values are the ones that become policy.

This is an assault: an accent is not enough grounds to determine that a person may not be a citizen. The 4th Amendment requires the agent to go before a judge with his suspicions to obtain a warrant.
