Yes, this scene only plays if you save Dock Town early on. I didn't do that on my second playthrough and didn't get this scene

Sounds like you just need a UPS with a higher max wattage. I had the same thing happen to me when I upgraded my PC (including the PSU) but didn't also get a stronger UPS
