It's like a cartwheel. Spinning madly at the outside (MOJ) whilst nothing changes at the center (cell door). I remember a slight glimmer of hope when Gauke and Stewart were in charge but his was short lived as Johnson kicked them out of the party.

In 1998 HMP Bristol had two drug treatment programmes running, Auricular acupuncture and a Yoga teacher coming in once a week. I'm no snowflake but the changes we saw were profound. By 2019 we had barely enough staff to get them out for half an hour's exercise daily. Absolute travesty.

A couple of my mates left to drive trains. I remember thinking when Grayling went to Transport. I won't be getting on a train - no way. I reckon he used to get up early and practice to be that incompetent.

Leaving aside the obvious moral and legal issues here. The actual practicalities of getting deportees on planes and having them accepted at the other end are huge. IRCS AND Prisons are bursting at the seams with those awaiting deportation now. Philp and co are complete nincompoops.
