2001. I had that same crt monitor but without the speakers. 800x600@85hz. I wanted to go to 1024x768 sooo baaad but the monitor only supported 60hz at that resolution and that hurt my eyes. Lived 5 years with that monitor. That (and the dialup modem) marked my childhood.
