I usually blame either "the British" or the Cold War - especially for late 20th problems, which includes the Middle East here.
The old rule still applies: for most problems of the modern world, if you blame "the British" or "Ronald Reagan" or both, you will usually be right.

After studying Roman North Africa for over a decade and a 3 year pandemic related delay all standing between me and finally being able to visit the Roman sites of #Algeria are the slow grinding mills of embassy bureaucracy.
