At least for my FSA, the list of what you can buy is pretty extensive. So, the years I'm healthy, it's a huge spending spree at CVS on 31 December. Advil to Zinc. After glasses, sunglasses, sport goggles and contacts, of course.

Government shutdown is a misnomer. Essential employees are working unpaid, and under a lot of stress. If we had a "real shutdown", literally no one working, Congress would come to its senses quickly. No planes moving, no social security checks mailed, no one defending against bombs or cyber attacks.

Grocery stores in my area offer senior discounts, and of course there are all of the "member" discounts. I feel like it's their business who they offer discounts to.

If you are furloughed, you can apply for unemployment, but if you're "essential" and working without pay, you can't. Weird stupid rules that hurt people even more.
