A mostly underwater map could be built out with areas of air pockets (think the Gungan cities in Star Wars) - you could have most of the combat focused interactions in these areas and the underwater parts be more exploration and non-combat event focused. We’ve seen they have the tech since SotO.

Lowland Shore is a work of art. They definitely went all out on the map design, events etc. It feels so alive
