At 33ish seconds it looks like the ball isn't *fully* across the goal line, if there was an angle right on the goal line it would be helpful!

Changing an objective "did the player touch the ball twice" to a subjective "Would he have scored even if he didn't double touch it" doesn't remove controversy, it just changes what the controversy is about. The penalty was not taken legally, what controversy is there?

Wouldn't this take a repeal of the DC Heights Act or some significant tinkering? I don't think the dc yimby community was or is strong enough to go from 13 stories to skyscrapers as much I would love that
